I'm the last person who should be talking about AV vs HAV balance and have only weighed in on certain aspects that I feel comfortable with sharing my opinion on. My "AV Fit" is a Plasma Cannon and AV Grenades and with 1.7 I had deleted all of my AV fits because it just wasn't cutting it and I wasn't going to waste my ISK trying. However, I do know enough about the balancing of the two when to say that something was over-done....
That being said: CCP, it's important that we (CCP, CPM, Community, everyone) abandon the ideal that we can implement some sort of balance by using knee-jerk reactions, overdone number changes and ultimately operating vindictively. It's important to take things with moderation and while I really don't like calling CCP out on what I feel are erroneous challenges, I can't help but use the proposed hotfix as my primary evidence.

This is the exact opposite of what I personally had proposed and while a range reduction wasn't exactly my biggest complaint (if it worked) this just seems... insane. Reducing the range on this hallmarks back to a point where rendering issues would occur, when Railguns couldn't make the most out of their specialization. To put it simply, this is -far- too much and this is coming from someone who has never used more than Militia vehicles since Uprising's release.
As said previously: I would much rather put up with redline railguns for another month while a fair fix (falloff) was being worked on. Halving the range is far too much.

This also looks very knee-jerk and vindictive. This is a rather punishing change and apart from a few edge cases like dual-hardener fits and exploiting recall mechanics, hardeners weren't exactly that big of a deal - we expected them to be powerful when they were on.
I'm all for trying to achieve balance but we need to work more toward changing how we approach balancing as a whole; with small, scalpel like changes to trim the fat until it fits, not see-sawing in either direction with massive changes until, by the grace of luck, we manage to get it right.
Community, I understand that a lot of you are pissed off about the AV vs Vehicle balance but it's important that changes are made logically, not emotionally. 1.7 lasted a very long time and it was hell to deal with, but a measure of patience is in order.
TL;DR: CCP, take a step back and look at this objectively. Development toward balance requires small, intuitive changes, not massive back-and-forths between OP and UP. Moderation is key here.
